2016 Tourism Grant Program Guidelines




1.    ABOUT THE PROGRAM


The Emporia Convention & Visitors Bureau (CVB) Tourism Grant Program was established to enhance and strengthen the positive economic impact of the tourism industry on our community.  Limited funds are available and will be used for attraction development or for developing a project/event to increase visitor traffic to Emporia. A Tourism Grant is a reimbursement grant and is not designed to cover the entire cost of a project. The program is designed to assist an organization or group in the start-up of the event. Priority will be given to projects that most closely match the work plan, goals and mission of the CVB (see mission statement below).  Applications will be accepted for both nonprofit and for-profit entities.  Applications will be reviewed in two granting cycles. The deadline for the first granting cycle will be February 1, 2016 and the second, August 1, 2016.

2.    MISSION AND GOALS


Mission: To inspire people to visit, stay, play, dine and shop in Emporia. The CVB is an investment tool for our community; enhancing economic development. We strive to fulfill the expectations of the traveling public by providing quality, memorable experiences.  To help fulfill this mission, the Advisory Board has established the following goals:
  1. Increase occupancy
  2. Attraction Attendance

The Visitors Bureau is also working hard to establish a widely recognizable image for the Emporia Area. We encourage longer visitor stays and increased visitor volume during off-peak seasons, and creating community awareness and acceptance of the positive effects of the visitor industry in the Emporia and Lyon County Area.

3.    POLICIES AND PROCEDURES


Tourism Grants are available to any organization actively marketing their project/event to attract out-of-town visitors to Emporia. Qualifying projects must meet the following criteria:
  1. Grant applications must be received before the end of the business day of each granting cycle.  February 1, 2016 and August 1, 2016.
  2. Maximum grant award shall not exceed $4,999.99.
  3. All public notices and printed promotional materials for your project or event must acknowledge the support of the Visitors Bureau, i.e. “This project made possible in part by the financial support of the Emporia Convention & Visitors Bureau,” and include the CVB logo.
  4. Maximum consecutive years of grant eligibility are five (per project).
  5. Preference will be given to marketing that is geared towards overnight room stays.*
  6. Preference will be given to projects impacting Spring/Fall/Winter occupancy rates.  Summer-season projects will be considered but must have a significant impact that can be illustrated.*
  7. Each application shall consist of a proposed budget for the project, including planned expenses and revenue.
  8. Mandatory follow-up report is required and due within 30 days of completion of your project. Funds will not be dispersed before receiving the report.
  9. Each applicant must have the ability to track the impact and effectiveness of their project.
  10. Applicant will be notified of grant award via letter or email.
  11. Grant funds will be distributed after receipt of grant completion report.


4.    APPLICATION PROCESS


Applications will be reviewed in two granting cycles. The deadline for the first granting cycle is February 1, 2016 and the second, August 1, 2016.  The application must be completed in full. Incomplete forms or other deviations from the application format will result in omission from the evaluation process. The Convention and Visitors Bureau Advisory Board (CVAB) will review all applications and determine eligibility. Notifications will be made by March 1st or September 1st.

5.    PROJECT DEVELOPMENT


  1. Grant funds must be used for the project for which they are requested.
  2. All public notices and printed promotional materials for your project or event must acknowledge the support of the Visitors Bureau, i.e. “This project made possible in part by the financial support of the Emporia Convention & Visitors Bureau,” and include the CVB logo.
  3. The Emporia CVB must be notified in writing as soon as possible if the applicant does not plan to use their approved funds.
  4. The recipient of the grant is responsible for any and all liability issues evolving from the activities of this project.

6.    PROJECT COMPLETION


  1. Projects must be completed within twelve months.
  2. The grant completion report is mandatory and must be submitted to the Emporia CVB within 30 days following the project to receive requested funds.
  3. The completion report must be completed in its entirety, as information in the report is vital to determine economic impact.
  4. Funds will be dispersed after receiving the grant completion report.
